（中外新闻社 中外新闻网记者 刘登臣 魏炯才）应中国国务委员兼外交部长秦刚邀请，斯里兰卡外长阿里•萨布里于2023年6月24日至30日访华。6月28日，中外新闻社在北京采访了斯里兰卡外长。“斯里兰卡已经不是去年大家在电视上看到的混乱景象了。”斯里兰卡外交部长阿里•萨布里在媒体见面会上表示。
At the invitation of Chinese State Councilor and Foreign Minister Qin Gang, Sri Lankan Foreign Minister Hon. 萨布里说，斯里兰卡的游客渐渐多了起来，外汇开始增长，通胀受到了控制，能源危机得到了缓解，民众排长队购买燃料的景象已经消失了。
MinisterSabri said that Sri Lanka is gradually getting more tourists, foreign exchange is starting to grow, inflation is under control, the energy crisis has been eased and people don’t need to wait in the long line to buy fuels.
萨布里表示，斯里兰卡正在从严重的经济危机中恢复，也在危机中发现了机遇和改革的方向。
He also expressed that Sri Lanka is recovering from a severe economic crisis and also finds opportunities and directions for reform in the crisis.

萨布里表示，今年是“一带一路”倡议提出十周年，“一带一路”倡议不仅对斯里兰卡十分重要，对全球来说也是一项重要的倡议，特别是在增长放缓的情况下。中国在世界各地推动新的经济增长计划，斯里兰卡正是受益者。
MinisterSabri said that this year is the 10th anniversary of the Belt and Road Initiative, which is important not only for Sri Lanka but also for the world, especially with the global slowing growth. Sri Lanka is one of the beneficiaries of China's new economic growth plans around the world.
萨布里谈到，十多年前，在经历了26年的冲突和内战之后，斯里兰卡百废待兴，但没有任何投资看好斯里兰卡，大家都在评估和观望。就在这个时候，中国的投资来到了斯里兰卡，而且是大规模的投资。中国建设了港口、机场，在石油领域投资，提高了斯里兰卡的基础设施建设水平。中国的“一带一路”倡议为斯里兰卡和发展中国家带来很多机会。我要重申，中国对斯里兰卡来说是一个宝贵的合作伙伴。作为一个发展中的伙伴，下一个十年斯里兰卡期待建筑、科技、金融企业也将进驻。
He continued to talk about more than a decade ago, after 26 years of the civil war, Sri Lanka was in ruins, but no investment came to Sri Lanka, everyone was waiting and watching. It was at this time that Chinese investment came to Sri Lanka, and it was massive. China built ports, airports, invested in the oil sector and improved the infrastructure of Sri Lanka. China's Belt and Road Initiative has opened up many opportunities for Sri Lanka and for developing countries. I would like to reiterate that China is a valuable partner for Sri Lanka. On the same day, State Councilor and Foreign Minister Qin Gang met with Sabri in Beijing. In a friendly atmosphere, the two sides had extensive discussions on bilateral political, economic, trade, investment, tourism and financial issues, especially Sri Lanka's debt problem, and emphasized the strength of bilateral relations. Minister Ali Sabri also met H.E. Liu Kun, the Finance Minister of China. Hon. Ali Sabri expressed appreciation of China’s financial support for Sri Lanka during the economic crisis and continued support in dealing with debt management. In addition, both leaders discussed continued support to Sri Lanka for the economic development.

Minister Ali Sabri also met Mr. Wu Fulin, Chairman of the EXIM Bank, who was accompanied by an impressive team, at the EXIM Bank. Minister Ali Sabri provided a detailed briefing to the Chairman on Sri Lanka’s economic plans and rapid recovery and expressed Sri Lanka’s appreciation for the financial assurances given by China which was key to securing the extended fund facility from the International Monetary Fund (IMF). The Minister also briefed him on the progress made in the debt management effort of Sri Lanka and welcomed China’s continued support in this regard. The Chairman of the EXIM Bank said that China will continue to support Sri Lanka’s economic recovery and debt management.Minister Ali Sabri also met Mr.BaiYinzhan, Chairman of the China Harbour Engineering Company Limited (CHEC) and discussed how best the government of Sri Lanka could support expediting investments in the Colombo Port City. The CHEC said that they will invest USD 1.2 billion in the Colombo Port City.

The Foreign Minister Ali Sabri also attended a welcome dinner hosted by H.E. Li Qiang, the Prime Minister of China during the World Economic Forum from 26 – 28 June 2023. While in Tianjin, the Foreign Minister met Mr. MaYongsheng, Group Chairman of the Sinopec Company Limited. Sinopec has entered the Sri Lanka energy market, operating 150 existing fuel stations and establishing others. In addition, SINOPEC will also be engaged in refining and bunkering.

The Minister met Sri Lanka students at the Tianjin Medical University.The Minister also met the Secretary General of the Shanghai Corporation Organization and discussed Sri Lanka’s engagement with the SCO.The Minister also met Mr. BorgeBrende President of the World Economic Forum and discussed how best the forum can help developing countries in their economic development.
