November 17, 2025, Home and Abroad News Press Ambassadors Club Business Dinner was held at the 16th floor ballroom of China International Futures Co. Ltd. in Beijing. Ambassador of Timor-Leste to China H.E. Mr. Loro Da Silva Horta and Commercial Attache Mr. Aires Aparicio Guterres attended the dinner, which was hosted by President of Home and Abroad News Press Ms. Wei Yan, CEO of China International Futures Co. Ltd. Mr. Jiang Xin, Executive Director Mr. Liu Dengchen, Vice President Ms. Chen Xi, Deputy Director of International Cultural Division Ms. Virginia and Vice President Mr. Alan Zhang. Before the business dinner, the two sides had friendly exchanges and in-depth discussions on cooperation opportunities.

We also extend our congratulations to Timor-Leste, which formally became the 11th member state of ASEAN on October 26, witnessed by leaders of all ASEAN nations. Congratulations to Ambassador for his contributions and achievements in advancing friendly relations between China and Timor-Leste. Wei Yan stated that Timor-Leste enjoys a strategic geographical location at the easternmost tip of the Nusa Tenggara archipelago in Southeast Asia, strategically positioned at the tripoint of the Australian continent, Papua New Guinea, and Indonesia, where new investment opportunities are quietly emerging.

Ambassador Loro Da Silva Horta stated that as an ASEAN member state, Timor-Leste stands to attract increased domestic and foreign investment. On one hand, other ASEAN member states may increase direct investment in Timor-Leste, fostering the development of its infrastructure, manufacturing, and service industries. On the other hand, Timor-Leste can also better attract investment from many countries, thereby enhancing its economic competitiveness.
罗瑞•奥尔塔大使谈到, 东帝汶90%的GDP来自于石油和天然气, 有着丰富的海岸线和渔业资源。东帝汶和澳大利亚以及欧盟有极低的关税协议, 使其产品能够极具竞争力的进入澳大利亚和欧盟市场。在加入东盟之后, 也会因为东盟内部的免税协议得到蓬勃的发展。东帝汶也有丰富的矿产资源, 包括大理石, 黄金, 铜矿和锰矿等等, 也有很丰富的旅游资源, 期待着中国投资者对东帝汶的投资和开发。
Ambassador Loro Da Silva Horta noted that 90% of Timor-Leste's GDP comes from oil and natural gas, with abundant coastlines and fisheries resources. Timor-Leste maintains ultra-low tariff agreements with Australia and the European Union, enabling its products to enter these markets with exceptional competitiveness. Following its ASEAN accession, the country will also make rapid growth with those duty-free agreements. Timor-Leste also possesses abundant mineral resources, including marble, gold, copper, and manganese, alongside significant tourism potential. The country eagerly anticipates investment and development from Chinese investors.

Ambassador Loro Da Silva Horta presented his credentials to President Xi Jinping of the People's Republic of China at the Great Hall of the People in Beijing on January 30, 2024. Previously serving as Timor-Leste's Ambassador to Cuba, he holds a Bachelor's degree in Advanced Military Studies from the National Defense University of the People's Liberation Army. He has also completed postgraduate studies at the U.S. Naval War College, the U.S. National Defense University, and the S. Rajaratnam School of International Studies in Singapore. Notably, he is the son of Timor-Leste's President Jose Ramos-Horta.

After the meeting, we watched a video of Chinese President Xi Jinping welcoming Timor-Leste President José Ramos-Horta to China for a state visit at the Great Hall of the People in Beijing on July 29, 2024. President Xi said: “President José Ramos-Horta is a founding father of Timor-Leste and a cornerstone of China-Timor-Leste friendship. Your visit marks the first state visit by a Timor-Leste president to China, carrying significant historical importance. The traditional friendship between China and Timor-Leste has deep historical roots. China was the first country to recognize Timor-Leste's independence and establish diplomatic relations with it. Since the establishment of diplomatic ties, the two countries have always treated each other with sincerity and stood by each other in times of need. They serve as a model of mutual respect, peaceful coexistence, and common development among nations with different political systems, levels of development, and historical and cultural backgrounds.”

Timor-Leste's President Jose Ramos-Horta, father of Ambassador Loro Da Silva Horta, stated that under the leadership of President Xi Jinping, China has eradicated absolute poverty, a feat that can be called a miracle for humanity. Amid profound global transformations, China has steadfastly upheld multilateralism, proposed the Belt and Road Initiative and a series of significant global initiatives, and facilitated reconciliations between Saudi Arabia and Iran as well as among Palestinian factions. These actions have made important contributions to regional and global peace and development, demonstrating China's role and influence as a peaceful and responsible global power.

The two countries advance cooperation across multiple fields on the basis of equality and mutual respect. President Wei Yan also discussed with the Ambassador in taking an entrepreneur delegation to visit Timor-Leste and opening the “Home and Abroad News Press Timor-Leste Branch”. She expressed her wish to interview Timor-Leste's President Jose Ramos-Horta, the father of Ambassador Loro Da Silva Horta, during the visit to Timor-Leste. The Ambassador said: “No problem.”
