伊斯梅尔•哈克•穆萨阁下是一位出色的外交官和政治家, 拥有近三十年的外交履历, 曾任土耳其外交部公民和教育事务的总干事、土耳其驻比利时王国大使、土耳其驻法国大使。2023年4月24日伊斯梅尔•哈克•穆萨在首都人民大会堂向中国国家主席习近平递交国书, 正式成为土耳其驻华大使。2024年12月被推举为《中外新闻》年度新闻人物, 并担任中外新闻社大使俱乐部荣誉主席。
H.E. Mr. İsmail Hakkı Musa is an accomplished diplomat and politician with nearly three decades of diplomatic experience, who served as Director General of Civic and Educational Affairs at the Ministry of Foreign Affairs of Turkey, Ambassador of Turkey to Belgiumand France. He presented his credentials to Chinese President Xi Jinping at the Great Hall of the People in Beijing on April 24, 2023, and officially became the Turkish Ambassador to China. In December 2024, he was elected as the “News Person of the Year” by Home and Abroad News Press and appointed as the Honorary President of the Home and Abroad News PressAmbassadors Club.
伊斯梅尔•哈克•穆萨努力发挥“大使”职能, 带着强烈的政治意识、敏锐的发展意识穿梭于中国各大城市和各大专院校, 推动中国和土耳其在政治､经济､社会、教育和文化领域合作。值得关注的是, 中土在“一带一路”框架下的合作与土耳其“2023愿景”也目标高度一致, 特别是在基础设施建设、能源开发和制造业提升方面。能源领域是双方合作的核心内容, 双方侧重于利用现代技术推动水电站、火电站、天然气储存设施、风电、太阳能以及核电站的建设。2024年5月, 两国签署能源合作谅解备忘录, 为深化合作奠定了基础。成为中土“一带一路”合作下的标志性成果。
H.E. Mr. İsmail Hakkı Musahas played an important role as the “ambassador”, traveling to major cities and universities in China with a strong political awareness and a keen sense of mutual development, and promoting cooperation between China and Turkey in the political, economic, social, educational and cultural fields. It is noteworthy that China and Turkey’s cooperation within the framework of “Belt and Road” and Turkey's “Vision 2023” is highly consistent with each other, especially in the areas of infrastructure, energy development and manufacturing industrialization. The energy sector is at the core of the cooperation, with the two sides focusing on utilizing modern technologies to promote the construction of hydroelectric power plants, thermal power plants, natural gas storage facilities, wind power, solar power, and nuclear power plants. The signing of the Memorandum of Understanding on energy cooperation in May 2024 laid the foundation for deeper cooperation, which became a landmark achievement under the “Belt and Road” cooperation between China and Turkey.

亲爱的中国朋友们,
Dear Chinese Friends.
我自2023年4月1日起非常荣幸地担任土耳其共和国驻华大使的职责现已圆满完成。
My duties as Ambassador of the Republic of Turkey to China since April 1, 2023, which I had the great honor to assume, have now been successfully completed.
我始终相信, 在历史悠久的丝绸之路的东西两端, 土耳其与中国数千年来互动交融, 两国在各领域的合作都蕴含着巨大潜力。
I have always believed that Turkey and China have interacted with each other for thousands of years on both the eastern and western ends of the historic Silk Road, and that cooperation between the two countries in various fields holds great potential.
正是怀着这样的信念, 在我国尊敬的总统阁下与中华人民共和国主席习近平阁下的战略引领下, 我与同事们始终致力于推动双边关系全方位、高质量发展。通过持续深化高层互访、不断拓展合作领域, 使土中关系始终保持强劲发展势头。
It is with this conviction and under the strategic guidance of both leaders of Turkey and China, that my colleagues and I have been working to promote the development of our bilateral relations in all directions and with high quality. Through deepening high-level visits and expanding areas of cooperation, Turkey-China relations have maintained a strong momentum of development.
在此我要特别指出, 土耳其外交部长阁下2024年6月对北京、乌鲁木齐和喀什的访问, 将双边关系提升至重要阶段。同样值得关注的是, 作为两国最高级别合作磋商机制的“土耳其-中华人民共和国政府间合作委员会”第二次会议在时隔八年后于2024年11月在北京成功举行。
I would like to emphasize that the state visit of the Minister of Foreign Affairs of Turkey to Beijing, Urumqi and Kashgar in June 2024 has elevated the bilateral relations to an important stage. It is also noteworthy that the second meeting of the “Turkey- China Intergovernmental Cooperation Committee”, which is the highest level of cooperation and consultation between the two countries, was successfully held in Beijing in November 2024 after a gap of eight years.
在任期间, 我们始终与上海、广州、成都和香港的总领事馆保持密切协作, 致力于同中国各地的土耳其公民及工商界人士保持紧密联系、携手同行。
During my tenure, we have been working closely with the Consulate Generals in Shanghai, Guangzhou, Chengdu and Hong Kong, and we are committed to maintaining close ties and working hand in hand with Turkish citizens and business people throughout China.
在推动土中双边关系发展的各项工作中, 我要特别感谢我们亲爱的同胞们和可敬的中国朋友们所给予的宝贵支持与贡献。
I would like to express my special gratitude to our dear fellows and honorable Chinese friends for their invaluable support and contribution in the development of bilateral relations between Turkey and China.
我尤其荣幸能在中国包括新疆维吾尔自治区在内的近30个不同地区和城市与当地政府、商界人士、学者以及我们尊敬的公民们会面, 并参加他们组织的各项活动。
It has been a particular privilege to meet with local governments, business people, academics, and our esteemed citizens in nearly 30 different regions and cities in China, including the Xinjiang Uyghur Autonomous Region, and to participate in the events they have organized.
自就任首日起, 我便与中国外交部及其他政府部门的同仁们秉持相互尊重、相互理解的精神紧密协作。在此, 我要向各位提供的宝贵支持致以诚挚谢意。我深信, 在未来的日子里, 土耳其共和国驻华大使馆与中国各机构间的密切合作必将持续深化、更上一层楼。怀着这样的心意, 我与夫人图拉•穆萨共同祝愿诸位身体健康、事业昌隆, 生活美满、万事胜意。谨此致以最诚挚的问候与敬意。
Since my first day in office, I have worked closely with my colleagues in the Chinese Ministry of Foreign Affairs and other government departments in a spirit of mutual respect and understanding. I would like to express my sincere gratitude for your valuable support. I am confident that the close cooperation between the Embassy of the Republic of Turkey in China and the Chinese organizations will continue to deepen and grow in the days to come.
