Mr. Fernando Lugris. Special Representative of the Chinese Government for Latin American Affairs Mr. Qiu Xiaoqi attended the event and delivered a speech.
邱小琪高度评价近年来中乌关系发展, 代表外交部拉美司感谢卢格里斯大使在华任职期间所作贡献, 表示中方愿同乌方一道, 推动中乌全面战略伙伴关系不断迈上新台阶。中方也愿同拉美和加勒比驻华使团共同做好中拉论坛第四届部长级会议成果落实工作, 为共建中拉命运共同体不断注入新动力。
Mr. Qiu Xiaoqi spoke highly of the development of China-Uruguay relations in recent years, and on behalf of the Department of Latin America of the Ministry of Foreign Affairs, thanked Ambassador Lugris for his contributions during his tenure in China, saying that China is willing to work together to push the China-Uruguay Comprehensive Strategic Partnership to a new level. China is also willing to work with the Latin American and Caribbean missions in China to implement the outcomes of the Fourth Ministerial Meeting of the China-Latin America Forum, so as to give new energy to the building of a community of destiny between China and Latin America.
卢格里斯大使回顾乌中关系发展成就, 感谢中方给予的宝贵支持, 表示当前乌中关系处于历史最好时期, 乌方高度重视同中国的全面战略伙伴关系, 愿同中方加强高层交往, 促进各领域合作。乌拉圭明年将担任拉共体轮值主席国, 将努力推动拉中关系发展。
Recalling the achievements in the development of Uruguay-China relations, Ambassador Lugris thanked China for its valuable support, saying that Uruguay-China relations are at the best period in history, and that Uruguay attaches great importance to the comprehensive strategic partnership with China, and is willing to strengthen high-level exchanges and promote cooperation in various fields with China. Uruguay will assume the presidency of the Latin American Community next year to further promote the development of the relationship between Latin America and China.
卢格里斯大使说, 我要感谢我的国家三任总统对我的信任。十年前, 我离开乌拉圭来到中国, 整整十年, 我见证了乌中友好关系的发展。乌拉圭位于南美洲的东南部, 是距离中国最遥远的国家之一, 乌中虽然远隔重洋, 但两国人民加强友好交往的共同愿望把我们“东岸人”和“东方人”紧紧地联系在一起。
Ambassador Lugris said, I would like to thank the three presidents of my country for their trust in me. Ten years ago, I left Uruguay and came to China, and I have witnessed the development of friendly relations between Uruguay and China in the past ten years. Uruguay is located in the southeast of South America, is one of the most distant countries from China, Uruguay and China are far apart, but the common desire of the people of the two countries to strengthen the friendly exchanges between “East Coast people” and “East Asia people” tightly connected together.
值得提及的是, 乌拉圭是率先支持“一带一路”倡议的南美国家之一, 也是首个同中国签署共建“一带一路”谅解备忘录的南共市国家。乌中建交37年来, 两国友谊跨越山海, 持续健康快速发展, 让天涯之远近如咫尺, 生动诠释了中国古诗中“海内存知己, 天涯若比邻”的境界。
It is worth mentioning that Uruguay is one of the first South American countries to support the “Belt and Road” initiative, and the first MERCOSUR country to sign a memorandum of understanding with China to build the “Belt and Road”. In the past 37 years since the establishment of diplomatic relations between Uruguay and China, the friendship between the two countries has continued to develop rapidly and healthily, making the distance between the ends of the earth as close as a stone's throw, vividly interpreting the realm of the ancient Chinese poem, “A bosom friend afar brings a distant land near”.

卢格里斯2015年5月递交国书成为乌拉圭驻华大使, 2021年11月担任中外新闻社大使俱乐部荣誉主席, 并随着中外新闻社大使团访问广州、汕头、清远等地。大家举杯祝福卢格里斯大使到新的重要的岗位任职, 我们会记住大使在中国这一段难忘时光。
Mr. Lugris presented his credentials to become Uruguay's Ambassador to China in May 2015, and became the Honorary President of Home and Abroad News Press Ambassadors Club in November 2021, and visited Guangzhou, Shantou and Qingyuan with the Ambassadors delegations etc. We all raised our glasses to wish Ambassador Lugris for his appointment to the new and important position, and we will remember the unforgettable time with him in China.
