On the afternoon of November 22nd, Chinese President Xi Jinping held talks with Uruguayan President Luis Alberto Lacalle Pou in the Great Hall of the People in Beijing. The two heads of state announced the elevation of bilateral relations to a comprehensive strategic partnership.
Xi Jinping said that this year marks the 35th anniversary of the establishment of diplomatic ties between China and Uruguay, and the fifth anniversary of Uruguay's joining in the Belt and Road Initiative, noting that since the establishment of diplomatic ties, the two countries have adhered to mutual respect, equal treatment and win-win cooperation. In the face of the COVID-19 pandemic in particular, the two countries helped each other and worked together to fight the pandemic, and bilateral strategic partnership has been upgraded. China is ready to work with Uruguay to take the establishment of the comprehensive strategic partnership as a new starting point to upgrade bilateral relations and enrich the connotation of bilateral cooperation, and to make China-Uruguay relations a model for solidarity and cooperation between countries of different sizes, systems and cultures, better serve the development of the two countries, and improve the well-being of the two peoples.
Lacalle said that it is a great pleasure to lead an important Cabinet and business delegation to China on the occasion of the 35th anniversary of the establishment of diplomatic relations between Uruguay and China. In the past 35 years, the development of relations between the two countries has always adhered to the principles of equality, respect, mutual benefit and win-win situation, and mutual political. The Uruguayan government recognizes that there is only one China in the world, and that peaceful reunification is an internal affair of China and must be decided by the Chinese people themselves.
After the talks, the two heads of state witnessed the signing of the Belt and Road cooperation plan, and bilateral cooperation documents related to such fields as trade and investment, the digital economy, green development, agriculture, health, education, culture, scientific and technological innovation, and customs inspection and quarantine.
During Uruguayan President Lacalle's visit to China, the China-Uruguay Trade Cooperation Seminar was successfully held on November 21st in Beijing. More than 260 representatives of the business circles of the two countries gathered together for business exchanges and project docking to share a bright future with promising opportunities. Under the joint efforts of the two sides, China-Uruguay bilateral economic and trade cooperation has been developing rapidly with many highlights, Uruguay's beef, red wine, dairy products and other high-quality products have come into Chinese families, and China's automobiles, home appliances, daily necessities and other products have greatly enriched the lives of the Uruguayan people. 2022 trade volume between the two countries reached 7.44 billion USD which is 60 times as much as at the time of the establishment of diplomatic relations.
November 23rd, at the press conference held by Uruguayan President Lacalle, President of Home and Abroad News Press Mrs. Wei Yan asked: “Dear Your Excellency! Uruguay is a good and trustworthy friend of China in Latin America, the two countries have always understood and supported each other, and the cooperation between China and Uruguay has huge potential and broad prospects. In the recently concluded Sixth China International Import Expo, China is willing to import more Uruguayan high-quality agricultural and animal husbandry products and high value-added products in line with market demand, and actively build new growth points of cooperation such as e-commerce and trade in services. On this visit to China, how will you take the 35th anniversary of the establishment of diplomatic relations between China and Uruguay as an opportunity to promote practical cooperation between the two countries in various fields to a higher level?”
President Lacalle said: “Thank you very much for your question. Uruguay was the first Mercosur country to sign a memorandum of understanding with China on cooperation in building the Belt and Road Initiative. I have brought a large delegation of Uruguayan entrepreneurs with me on this state visit to China, and I look forward to the two sides reaching more long-term-oriented agreements, further strengthening practical cooperation in various fields, and making greater contributions to the long-term development of bilateral relations.” He said Uruguay is entering the second phase of energy transition, with the next step focusing on carbon reduction in transportation and industry, and hopes to further increase cooperation with China in electric vehicles, green hydrogen energy and other areas.
After the interview, Mrs. Wei presented an English edition of “Xi Jinping--The Governance of China” to President Lacalle as a special gift. During Lacalle's visit to China, the two sides issued a joint statement on the establishment of a comprehensive strategic partnership.
