On the afternoon of November 22nd, Chinese President Xi Jinping held talks with Uruguayan President Luis Alberto Lacalle Pou in the Great Hall of the People in Beijing. The two heads of state announced the elevation of bilateral relations to a comprehensive strategic partnership.
习近平指出，2023年是中乌建交35周年和乌拉圭加入共建“一带一路”倡议5周年。建交35年来，两国始终坚持相互尊重、平等相待、合作共赢，各领域交流合作蓬勃发展。特别是面对新冠疫情，两国守望相助、同心抗疫，中乌战略伙伴关系得到升华。中方愿同乌方一道，以建立全面战略伙伴关系为新起点、新坐标，提升双边关系水平，丰富两国合作内涵，将中乌关系打造成为不同体量、不同制度、不同文化国家团结合作的典范，更好服务各自国家发展，增进两国人民福祉。
Xi Jinping said that this year marks the 35th anniversary of the establishment of diplomatic ties between China and Uruguay, and the fifth anniversary of Uruguay's joining in the Belt and Road Initiative, noting that since the establishment of diplomatic ties, the two countries have adhered to mutual respect, equal treatment and win-win cooperation. In the face of the COVID-19 pandemic in particular, the two countries helped each other and worked together to fight the pandemic, and bilateral strategic partnership has been upgraded. China is ready to work with Uruguay to take the establishment of the comprehensive strategic partnership as a new starting point to upgrade bilateral relations and enrich the connotation of bilateral cooperation, and to make China-Uruguay relations a model for solidarity and cooperation between countries of different sizes, systems and cultures, better serve the development of the two countries, and improve the well-being of the two peoples.
拉卡列表示，很高兴在乌中建交35周年之际率重要内阁和经贸代表团访华。乌中建交35年来，两国关系发展始终秉持平等、尊重、互利、共赢原则，双方政治互信坚固，不断深化乌中关系是乌拉圭各界和全体人民的强烈共识。乌拉圭政府承认世界上只有一个中国，和平统一是中国内政，必须由中国人民自己决定。
Lacalle said that it is a great pleasure to lead an important Cabinet and business delegation to China on the occasion of the 35th anniversary of the establishment of diplomatic relations between Uruguay and China. In the past 35 years, the development of relations between the two countries has always adhered to the principles of equality, respect, mutual benefit and win-win situation, and mutual political. The Uruguayan government recognizes that there is only one China in the world, and that peaceful reunification is an internal affair of China and must be decided by the Chinese people themselves.
会谈后，两国元首共同见证签署共建“一带一路”合作规划，贸易投资、数字经济、绿色发展、农业、卫生、教育、文化、科技创新和海关检验检疫等领域多项双边合作文件。
After the talks, the two heads of state witnessed the signing of the Belt and Road cooperation plan, and bilateral cooperation documents related to such fields as trade and investment, the digital economy, green development, agriculture, health, education, culture, scientific and technological innovation, and customs inspection and quarantine.
在乌拉圭总统拉卡列访华期间，中国-乌拉圭贸易合作研讨会11月21日在北京拉开帷幕。两国工商界代表260余人共聚一堂，开展交流对接、畅谈合作机遇、共话美好前景。在双方共同努力下，中乌双边经贸合作快速发展、亮点纷呈，乌拉圭的牛肉、红酒、乳制品等优质产品走进了中国寻常百姓家，中国的汽车、家电、日用品等产品也极大丰富了乌拉圭人民的生活。2022年两国贸易额达到74.4亿美元，是建交时的60倍。

President Lacalle said: “Thank you very much for your question. Uruguay was the first Mercosur country to sign a memorandum of understanding with China on cooperation in building the Belt and Road Initiative. I have brought a large delegation of Uruguayan entrepreneurs with me on this state visit to China, and I look forward to the two sides reaching more long-term-oriented agreements, further strengthening practical cooperation in various fields, and making greater contributions to the long-term development of bilateral relations.” He said Uruguay is entering the second phase of energy transition, with the next step focusing on carbon reduction in transportation and industry, and hopes to further increase cooperation with China in electric vehicles, green hydrogen energy and other areas.

After the interview, Mrs. Wei presented an English edition of “Xi Jinping--The Governance of China” to President Lacalle as a special gift. During Lacalle's visit to China, the two sides issued a joint statement on the establishment of a comprehensive strategic partnership.
