Uruguay is a country located in Southeastern part of the South America. The current GDP per person is about $14,000 US dollars, and its education system is well developed with the teacher rate of 56%. The country offers nine-year free compulsory education to all citizens, and the public universities and colleges are also free of tuition fees. August 3rd, “Witness Friendship” --- Home and Abroad News Press 2016 Summer Junior Journalist Delegation visited the Embassy of the Republic of Uruguay in China. The Ambassador Fernando Lugris and many embassy officials welcomed the delegation in the embassy conference room.
在小记者问到“乌拉圭致力于教育信息化已有10年，是如何通过信息通信技术和教育，实现两者的有机整合的？”时，一等秘书劳拉•希尔瓦回答：“乌拉圭是世界上首个每一名学生都拥有一台笔记本电脑的国家。乌拉圭的孩子从小学开始就是用国际互联网上课一直到工作。学生不仅每人都有电脑，而且上学的所有费用全免。政府给学生使用电脑的目的是让他们获取平日生活里没有接触到的知识。这种信息技术不只城市学生可以享受，乡村学生同样有机会拥有属于自己的电脑。笔记本电脑可以成为‘图书馆’、‘考场’、‘练习簿’，还能帮助老师备课、讲课。”
A junior journalist asked: “Hello, Mr. Ambassador. Uruguay has been committing to modernizing its education system for 10 years. Can you tell us that how Uruguay utilizes information and communication technologies with education system to achieve organic integration of the two?” The First Secretary Laura answered: “Uruguay is the world's first country where every student has a laptop computer country. In Uruguay, the children use the Internet from primary school to their workplace. They not only have computers for their study, but also the education programs are all free to all students. The purpose of this government arrangement is to allow the students access the daily information around the world. This information technology is not only available for urban students but also for rural students. The laptop computers can become ‘library’, ‘examination room’ and ‘exercise books’ to the students and the teachers.”
提到足球，人们更多想到的是阿根廷、巴西、西班牙……其实乌拉圭就像一个隐居足坛多年却功底深厚的高手，它曾是1930年第一届世界杯冠军得主。小记者十分怀念这支曾经叱咤风云一时的王者球队。小记者问：“乌拉圭国家足球队是第一届世界杯足球赛的冠军队伍，2011年美洲杯乌拉圭3:0战胜巴拉圭，第15次捧得美洲杯，超越阿根廷成为美洲足坛新的霸主。请你谈谈乌拉圭国家足球队目前的情况？”
When mentioned about football, people usually think about Argentina, Brazil, Spain...... In fact, Uruguay is actually a strong competitor in the world football playground. It was the first World Cup winner in 1930. The junior journalists wanted to learn more about this remarkable football team. We asked: “Uruguay national football team is the first World Cup championship team. In the Copa America 2011, Uruguay won over Paraguay (3:0) and got the championship for its 15th times. This remarkable achievement made Uruguay as the new "Football Emperor" of the Latin America. Could you please share with us the current status of the Uruguayan national football team?”

As a football fan, the Press Counsellor answered: “Uruguay’s football history is originated in 1880. The local boys really love this sport. In their eyes, everywhere can be the football field, and they can play football everywhere they go.” Uruguay’s rich football culture made it as a well-known football kingdom who have been the World Cup winner for 15 times. Although the recent performance of the national team is not compelling, but Uruguay is still ranked at the 12th place in the FEFA football team overall ranking. Now, the national team is preparing for the 2018 World Cup - South Africa trial competition. On September 1st, we will play against Argentina. We will try our best to prepare for the 2018 World Cup!”
当小记者了解到：乌拉圭足球曾获得世界杯冠军和美洲杯冠军！目前排在世界第7位，中国足球排名第81，让我们很诧异，作为中国青少年，我们必须努力学习、迎头赶上。
The junior journalists learned that Uruguay has been the championship for the World Cup and the America Cup. Currently, it is ranked at the 7th in the world, and China is only ranked at the 81st place. Therefore, we felt really surprised. As Chinese young people, we must work hard to catch up in the football field.
“乌拉圭东岸共和国位于南美洲的东南部，被誉为“钻石之国”，有“南美洲的瑞士”等诸多美称。同时，乌拉圭也是南美最安全的国家之一，请你谈谈乌拉圭的文化和旅游。”小记者问。
“The Oriental Republic of Uruguay is located in South-eastern Latin America, known as the "Diamond Country" or the "Switzerland of the South America" and other recognizable names. Meanwhile, Uruguay is one of the safest countries in South America. Could you please introduce Uruguayan culture and tourism to us?” we asked.
领事给我们播放了两段短片。从短片中，小记者看到闪闪发光的紫晶石和活蹦乱跳的鸟儿，还有像纸浸了油般通透的夕阳下，人们黑色的倒影，一切都如此和谐。领事告诉小记者，乌拉圭对环境保护十分重视，每年废气排放指标在35%以下，而且不准伤害野生动物。
The counselor played two short films for us. From the short films, the junior journalists saw the glittering amethyst and live birds jumping around in the woods. With the beautiful sunset, the people are reflected with their black shadows. Everything seems very harmonious. The counselor told us that Uruguay attaches great importance to environmental protection with an annual emission of 35% or less as well as no harm allowed to any kinds of wildlife.
虽然这是一个小的南美国家，但是先进的科技，人民的足球情结和美丽原生态的环境，足以让小记者向往去乌拉圭旅游，甚至留学，同时也激励着我们努力学习，长大后让中国变得更加强大！
Although it is a small country in South America, it has advanced technology. People have unlimited passion for football. Its beautiful and original ecological environment attracts junior journalists visiting Uruguay or even studying there. At the same time, the country inspired us to learn more so that China can be stronger in the future too!
采访活动在友好的气氛中进行。在乌拉圭驻华使馆，小记者出色的的表现令费尔南多.卢格里斯大使及大使馆多位外交官感到很满意，大使向优秀小记者颁发“优秀小记者”证书，小记者也给大使赠送了自己带来的小礼物，祝大使和所有的外交官们在中国工作愉快。
The interview was done in a friendly atmosphere. In the Uruguayan Embassy in China, the junior journalists’ excellent performance impressed the Ambassador Fernando Lugris and other officials from the embassy. At the end, the Ambassador presented the “Certificate of Outstanding Performance” to the junior journalists; as a return, the junior journalists also prepared their handmade gifts for the ambassador and the embassy officials. They wished the foreign envoys enjoy their work and life in China.
