（中外新闻社 中外新闻网记者 刘登臣）2026年5月25日下午, 中外新闻社总裁韦燕率中外新闻社执行社长刘登臣、国际文化部总监乌仁、国际项目部刘洋、首席翻译孙雅楠等一行应邀前往东帝汶驻华大使馆拜会东帝汶民主共和国驻华大使罗瑞•奥尔塔阁下特别助理、商务参赞艾里斯·阿帕里西奥·古特雷斯先生及教育参赞罗杰里奥·保罗·查韦斯先生, 洽谈中外新闻社投资代表团与东帝汶国家政府大型投融资项目的全面合作, 此前已与东帝汶驻华大使罗瑞•奥尔塔阁下有过良好的沟通。
On the afternoon of May 25, 2026, President Wei Yan of Home and Abroad News Press led a delegation, including Executive President Mr. Liu Dengchen, Director of the International Culture Department Ms. Virginia, Director of International Projects Department Mr. Liu Yang and Chief Translator Ms. Sun Yanan, to the Embassy of the Democratic Republic of Timor-Leste in China at the invitation of the Ambassador of Timor-Leste to China H.E. Mr. Loro Da Silva Horta, as well as Commercial Counselor Mr. Aires Aparicio Guterres and Education Counselor Mr. Rogerio Paulo Chaves, to discuss comprehensive cooperation on large-scale investment and financing projects between the Home and Abroad News Press investment delegation and the Government of Timor-Leste. Prior to this meeting, positive communication had already taken place with Ambassador H.E. Mr. Loro Da Silva Horta.
中外新闻社总裁韦燕首先谈到, 祝贺2025年10月26日东帝汶在东盟各国领导人的共同见证下正式成为东盟第11个成员国, 大使馆为中国同东帝汶友好关系发展所做出的贡献和取得的成果。韦燕说, 东帝汶地理位置优越, 位于东南亚努沙登加拉群岛最东端, 扼守澳洲大陆、巴布新几内亚, 印度尼西亚的三角位置, 新的投资领域悄然崛起。
President Wei Yan of Home and Abroad News Press began by congratulating Timor-Leste on officially becoming the 11th member of ASEAN on October 26, 2025, in the presence of leaders from all ASEAN member states, and commended the embassy for its contributions to and achievements in the development of friendly relations between China and Timor-Leste. She also noted that Timor-Leste enjoys a strategic geographical location at the easternmost tip of the Lesser Sunda Islands in Southeast Asia, situated at the junction of the Australian continent, Papua New Guinea, and Indonesia, where new investment opportunities are quietly emerging.
见面会上, 韦燕总裁向商务参赞艾里斯·阿帕里西奥·古特雷斯先生介绍代表团的阵容和投资的项目, 其中目前正组织一支实力雄厚的中国企业家代表团, 确定7月15至21日赴东帝汶进行商务考察。代表团成员涵盖银行、矿产、能源、移民、中医治疗旅游、贸易等多个领域的行业领军企业, 其中也包括一些中国高级别官员。我们希望此次访问东帝汶能增加两国之间的政治和经贸的交流, 并且让两国人民更好的互动以及得到实在的惠利。
At the meeting, President Wei Yan briefed Commercial Counselor Mr. Aires Aparicio Guterres on the delegation’s composition and investment projects, noting that a high-caliber delegation of Chinese entrepreneurs is currently being organized to conduct a business visit to Timor-Leste from July 15th to 21th. The delegation comprises leading enterprises from various sectors, including banking, mining, energy, immigration, traditional Chinese medicine tourism, and trade, and also includes several high-ranking Chinese officials. We hope that this visit to Timor-Leste will enhance political and economic exchanges between the two countries, foster better interaction between our peoples with many tangible benefits.
艾里斯参赞说, 东帝汶是东南亚最年轻的国家之一, 却有丰富的矿产的资源、天然气和石油, 我们有计划, 有决心很快成为中等收入国家。我们希望能够在现在以及未来加强活力, 同中外新闻社建立新的伙伴关系。
Commercial Counselor Mr. Aires Aparicio Guterres stated that although Timor-Leste is one of the youngest nations in Southeast Asia, it is rich in mineral resources, natural gas, and oil. We have the plans and the determination to quickly become a middle-income country. We hope to strengthen our dynamism both now and the future and establish new partnerships with domestic and international news agencies.

Mr. Aires expressed that "We commend the recommendation by Home and Abroad News Pres regarding Dingyi Group Investment Co., Ltd. to establish a digital bank in Timor-Leste and develop an integrated production capacity project covering exploration, mining, processing, mineral industry upgrading, and import-export operations, as well as the project by Jipai Industrial (Shanghai) Co., Ltd. to invest in a high-end flue-cured tobacco cigarette factory. The cultivation of tobacco leaves will also help increase income for Timor-Leste farmers. Secondly, the project to establish the “Timor-Leste Branch of Home and Abroad News Press” is of great importance. The Government of Timor-Leste considers the investment issues with significant importance, and we also welcome opportunities for exchange and interaction with global partners. Here, we represent different cultures and different stages of economic and social development, which gives us the opportunity to share China’s practices, explore new avenues for trade and investment, and, most importantly, exchange views on regional and global development.
东帝汶民主共和国驻华大使罗瑞•奥尔塔阁下是2024年1月30日在北京人民大会堂向中国国家主席习近平递交国书, 曾任东帝汶驻古巴大使, 他拥有中国人民解放军国防大学高级军事研究专业学士学位及曾修读美国海军战争学院、美国国防大学和新加坡拉惹勒南国际关系学院的学士后课程。值得一提的是, 罗瑞•奥尔塔大使阁下是东帝汶总统奥尔塔的儿子。韦燕希望此次访问东帝汶, 能和大使的父亲--现任东帝汶总统是若泽·曼努埃尔·拉莫斯·奥尔塔阁下进行交流, 把中国人民的友好情谊带给他, 使中东的关系能够再次升温。罗瑞•奥尔塔大使此前表示一定会设法实现我们的愿望。
Ambassador of Timor-Leste to China H.E. Mr. Loro Da Silva Horta presented his credentials to Chinese President Xi Jinping at the Great Hall of the People in Beijing on January 30, 2024. He previously served as Timor-Leste’s Ambassador to Cuba. He holds a bachelor’s degree in Advanced Military Studies from the National Defense University of the People’s Liberation Army and has completed postgraduate programs at the U.S. Naval War College, the U.S. National Defense University, and the S. Rajaratnam School of International Studies in Singapore. It is worth noting that Ambassador Horta is the son of Timor-Leste’s President José Ramos-Horta. Ms. Wei Yan hopes that during her upcoming visit to Timor-Leste, she will have the opportunity to engage with the ambassador’s father, the President José Ramos-Horta, to convey the friendly sentiments of the Chinese people and further strengthen bilateral relations between China and Timor-Leste. Ambassador Horta previously stated that he would certainly make every effort to fulfill our wishes.
韦燕表示, 当前东帝汶最新的投资环境、产业政策与合作方向符合中国投资的策略和功能定位, 旨在促进双边贸易、扩大市场准入。我们的投资可以做一些配套服务, 也可以全资独立开发。会谈在双方项目选择上达成共识。更重要的是, 加入东盟, 东帝汶就不再孤单, 其能有效提升国际地位, 并能够以东盟成员国的身份参与区域和国际事务的讨论与决策, 增强其在国际社会中的话语权和议价能力, 与其他国家建立更广泛的外交关系和合作伙伴关系。
Wei Yan stated that Timor-Leste’s current investment environment, industrial policies, and areas of cooperation align with China’s investment strategies and functional positioning, which aim to promote bilateral trade and expand market access. Our investments can take the form of supporting services or fully independent development. The talks reached a consensus on project selection for both sides. More importantly, by joining ASEAN, Timor-Leste is no longer isolated; it can effectively enhance its international standing and, as an ASEAN member state, participate in discussions and decision-making on regional and international affairs, thereby strengthening its voice and bargaining power in the international community and establishing broader diplomatic relations and partnerships with other countries.
交谈中我们得知, 近些年来, 澳大利亚对东帝汶的影响力逐渐加深, 从能源合作到海底油气管道建设, 无一不显现出其强大的渗透力, 尤其是通过这些合作, 澳大利亚逐步把东帝汶纳入了自己的势力范围。油气是东帝汶主要收入来源。为更有效、合理、透明地使用油气资源产生的收益, 实现国家经济的可持续发展, 东帝汶政府参照挪威模式于2005年8月设立石油基金。现在有潜力的投资领域包括: 基础设施、农业合作、海洋渔业、能源矿产、旅游酒店、商业贸易和交通运输。东帝汶, 作为东南亚的岛国, 近年来因其丰富的自然资源和不断改善的政治环境吸引了越来越多的国际投资者。
During our discussions, we learned that in recent years, Australia’s influence in Timor-Leste has gradually deepened. From energy cooperation to the construction of undersea oil and gas pipelines, every aspect demonstrates its strong influence. In particular, through these collaborations, Australia has gradually brought Timor-Leste into its sphere of influence. Oil and gas are Timor’s primary sources of revenue. To utilize the proceeds from oil and gas resources more effectively, rationally, and transparently, and to achieve sustainable economic development, the Timor-Leste government established a Petroleum Fund in August 2005, modeled after the Norwegian system. Current areas with investment potential include: infrastructure, agricultural cooperation, marine fisheries, energy and minerals, tourism and hospitality, commerce and trade, and transportation. As an island nation in Southeast Asia, Timor-Leste has attracted an increasing number of international investors in recent years due to its abundant natural resources and steadily improving political environment.
