His Excellency Mr. Loro Da Silva Horta, Ambassador of Timor-Leste to China, had just returned to Beijing from the 23rd China-ASEAN Expo, in which Timor-Leste’s first-ever appearance at the event, to meet with Home and Abroad News Press delegation team.

Timor-Leste is the youngest country in Asia. This Southeast Asian island nation occupies a unique geographical position at the crossroads of Asia and Oceania, as well as the Pacific and Indian Oceans. Located at the easternmost tip of the Lesser Sunda Islands in Southeast Asia, it sits at the strategic triangle formed by the Australian continent, Papua New Guinea, and Indonesia, where new investment opportunities are quietly emerging.

On October 26, 2025, Timor-Leste officially became the 11th member state of ASEAN, witnessed by the leaders of all ASEAN member nations.
东帝汶民主共和国驻华大使罗瑞•奥尔塔阁下表示, 作为东盟成员国, 东帝汶就有望吸引更多的国内外投资。一方面, 东盟内部的其他国家可能会增加对东帝汶的直接投资, 促进其基础设施建设、制造业和服务业等产业的发展; 另一方面, 东帝汶也能更好地吸引来自各国对东帝汶的投资, 提升自身的经济竞争力。
Ambassador of Timor-Leste to China H.E. Mr. Loro Da Silva Horta stated that as a member of ASEAN, Timor-Leste is expected to attract more domestic and foreign investment. On the one hand, other ASEAN member states may increase their direct investment in Timor-Leste, promoting the development of its infrastructure, manufacturing, and service sectors; on the other hand, Timor-Leste will also be better positioned to attract investment from countries around the world, thereby enhancing its economic competitiveness.

“Timor-Leste is rich in diving resources with beautiful coral reefs; it is one of the purest places on Earth. While dining at seaside restaurants, tourists can watch dolphins leaping in the water and admire the beauty of nature.” Ambassador Horta explained.
东帝汶曾长期为葡萄牙殖民地。记者指《中外新闻》杂志刊登的着东帝汶现任总统若泽·拉莫斯·奥尔塔的照片。他是东帝汶独立运动的“国父”级人物, 年轻时因反对葡萄牙殖民政府的政策而遭到监禁, 后流亡海外, 一直在国际舞台上为东帝汶争取独立。2002年, 东帝汶民主共和国正式成立。作为建国元勋, 奥尔塔先后担任该国第二任和第五任总统。
Timor-Leste was a Portuguese colony for a long time. The reporter pointed to a photograph of Timor-Leste’s current president, José Ramos-Horta, published in Home and Abroad News magazine. He is regarded as a “founding father” of the Timor-Leste’s independence movement; in his youth, he was imprisoned for opposing the policies of the Portuguese colonial government, later went into exile abroad, and has consistently advocated for Timor-Leste’s independence on the international stage. In 2002, the Democratic Republic of Timor-Leste was officially established. As a founding father of the nation, Ramos-Horta served as the country’s second and fifth president.

“Horta is my father.” said Ambassador Loro Horta. “In 1978, when I was born in Mozambique, my father was working at United Nations Headquarters, where he maintained friendly relationships with the media, scholars, and many members of the public. At the same time, he would work as a security guard at a local university in the evenings and take on a part-time job as a cashier at a Chinese restaurant. My father’s diligence, humility, and kindness have subtly shaped me.”
罗瑞•奥尔塔在美国、法国、新加坡、葡萄牙、莫桑比克、澳大利亚、土库曼斯坦等地都生活过, 做过高校学者, 掌握6种语言。14岁那年, 他第一次来到中国澳门, 后来去了北京。2005年, 罗瑞•奥尔塔进入中国国防大学学习国家安全专业, 后获硕士学位。“我应该是唯一一个毕业于中国军校的东帝汶人。在校期间, 我接触到了《孙子兵法》等, 深入了解中国古代战略思想和外交智慧, 大大开阔了视野, 同时也和很多教授以及同学结下了深厚友谊, 他们非常照顾我。我就像生活在一个大家庭里。”
Ambassador Loro Horta has lived in the United States, France, Singapore, Portugal, Mozambique, Australia, Turkmenistan, and other places; he has worked as a university scholar and is fluent in six languages. At the age of 14, he visited Macau, China, for the first time and later went to Beijing. In 2005, he enrolled at the National Defense University of China to study national security, where he later earned a master’s degree. “I believe I am the only Timor-Leste person graduated from a Chinese military academy. At the meeting, President Wei Yan briefed Ambassador Loro Horta on the composition of the Home and Abroad News Press business delegation preparing to travel to Timor-Leste, as well as their investment projects. Following discussions with Ambassador Loro Horta, it was confirmed that the business delegation would conduct a trade mission to Timor-Leste from December 9th to 15th, 2026. The delegation comprises leading enterprises from various sectors, including banking, mining, energy, immigration, traditional Chinese medicine tourism, and trade, and also includes several high-ranking Chinese officials. We hope this visit to Timor-Leste will enhance political and economic exchanges between the two countries, foster better interaction between their peoples, and bring tangible benefits to both nations.

Wei Yan noted that although Timor-Leste is a small country, it has trade agreements with both the European Union and Australia. If companies set up factories or conduct business in Timor-Leste, their products can be exported to the EU and Australian markets at very low tariffs. Ambassador Loro Horta said, “We are currently building an industrial park that offers a tax exemption for the first eight years to companies that set up operations there, which is very attractive to investors.” In the more than two years since taking office, Ambassador Loro Horta has witnessed the launch of two direct flights between the two countries and the arrival of more than 300 Chinese enterprises to invest and develop in Timor-Leste.

“Now that Timor-Leste has joined ASEAN, in which sectors should investments be made?” Wei Yan asked. Ambassador Loro Horta noted that Timor-Leste currently has urgent needs in fisheries, agriculture, mining, tourism, and infrastructure. From nation-building to integration into ASEAN, Timor-Leste is striving to move away from a single-sector economic structure and foster endogenous development momentum. The path to modernization for this “Youngest Nation in Asia” is full of hope, yet it also faces practical constraints, such as having to import even nails. The Timor Sea is rich in oil and natural gas resources, which bring wealth but also create dependency.
中外新闻社投资代表团期待与东帝汶国家展开全面商务合作
据世界银行数据, 2024年东帝汶国内生产总值仅约19亿美元。东帝汶经济仍以传统农业为主, 制造业几乎为空白, 只有数量有限的小型加工厂, 服务业也难以成为经济增长引擎。
According to World Bank data, Timor-Leste’s gross domestic product in 2024 will be only about $1.9 billion. The country’s economy remains dominated by traditional agriculture; manufacturing is virtually nonexistent, with only a limited number of small processing plants; and the service sector struggles to serve as an engine of economic growth.
东帝汶政局稳定, 东帝汶与中国的双边合作堪称典范。两国在平等、尊重的基础上推动多领域合作。中外新闻社总裁韦燕还就组织企业家代表团访问东帝汶, 并在东帝汶设立“中外新闻社东帝汶分社”与大使沟通, 并期待在东帝汶访问期间, 能够采访罗瑞•奥尔塔大使的父亲--奥尔塔总统, 大使说:“没问题!”
Timor-Leste enjoys political stability, and its bilateral cooperation with China serves as a model. The two countries advance cooperation across multiple fields on the basis of equality and mutual respect. President Wei Yan also discussed with the Ambassador in taking an entrepreneur delegation to visit Timor-Leste and opening the “Home and Abroad News Press Timor-Leste Branch”. She expressed her wish to interview Timor-Leste's President Jose Ramos-Horta, the father of Ambassador Loro Da Silva Horta, during the visit to Timor-Leste. The Ambassador said: “No problem!”
