塞内加尔位于非洲西部凸出部位的最西端，首都达喀尔。2005年10月25日，中国和塞内加尔在北京签署《中华人民共和国和塞内加尔共和国关于恢复外交关系的联合公报》，两国即日起恢复大使级外交关系。
Senegal is located at the westernmost Africa, and Dakar is the national capital. On October 25th 2005, Senegal and China signed a joint communiqué on the resumption of diplomatic relations between the People's Republic of China and the Republic of Senegal in Beijing. Since then, the two countries have resumed the diplomatic ties at the ambassadorial level.
塞内加尔共和国驻华大使阿卜杜拉耶•法勒先生任职前为塞内加尔国防部部长，日前，本刊记者就两国关系的稳定发展等采访了阿卜杜拉耶•法勒大使。
Ambassador H.E. Mr. Abdoulaye Fall was the former Minister of National Defense in Senegal. We had an exclusive interview with him to explore the stable development of the bilateral relations.
“你好大使先生，塞内加尔是非洲重要国家。塞内加尔总统萨勒前不久访问中国。两国关系稳定发展，务实合作成为中国和西非国家关系的典范。作为塞内加尔驻华大使，你将如何为两国关系发展继续做出了杰出的贡献？”记者问。
"Hello Mr. Ambassador, Senegal is an important country in Africa. Recently, Senegal President Macky Sall paid an official visit to China. This state visit symbolized the remarkable achievement of stable development of the bilateral relations between the two countries. China and Senegal's pragmatic cooperation is a great example of peaceful and successful Asia and Africa's collaborations, and it is the key to develop China and West African countries’ partnership. As the Senegalese Ambassador to China, please tell us what actions you will take to enhance the corporation between the two countries?" we asked..
阿卜杜拉耶•法勒先生谈到，中国和塞内加尔是1971年建立的外交关系。从建交之后到今天，两国之间的关系不断的得到友好发展。在2005年两国的关系进入了加速的发展阶段。两国之间也有很多的合作项目在不同的领域里面得到很大的增进和发展。不久前塞内加尔的总统到访中国，两国领导人之间的会面，明确了下一步两国之间的一个合作和发展的前景。中国和塞内加尔之间的双边关系，乃至于成为中国和非洲关系的一个典范。作为塞内加尔驻华大使，我要继续努力把两国之间的关系建立的更好。我看到两国之间的潜力无限。在这一方面，我可以肯定我以后的职责和贡献，致力于不断推进中国和塞内加尔两国之间的双边关系。
Ambassador Abdoulaye Fall recalled that the establishment of diplomatic relationships dated back to 1971. Since the resumption of diplomatic ties in 2005, the China-Senegal relationship has been developed rapidly. The two countries have developed various cooperation in many sectors. Recently, Senegalese President Macky Sall made a state visit to China and met with Chinese leaders, which set promising perspectives in future corporation. As Senegalese Ambassador to China, I shall consolidate the sound development and corporation. I will work wholeheartedly to enhance the China-Senegal bilateral relationship in all possible ways.

"China has contributed a lot to the world peace and prosperous development. As the largest developing country, China is exerted more national influences and taking more responsibilities in international affairs. China and Senegal have maintained good partnership and friendship." Ambassador Fall claimed that the China-Senegal relationship would be a good example for other countries.
“2013年，中非贸易额第一次超越了2000亿美元的大关，中国已成为非洲最大的贸易伙伴。塞内加尔拥有丰富的自然资源，经济发展潜力大，合作前景广阔。 请你谈谈在引进中国企业进入塞内加尔投资发展政府会有哪些优厚条件？目前有哪些项目可以对中国招商？”记者关注到。
"In 2013, the trade volume between China and Africa surpassed the 200 billion USD level for the first time. China has become the largest trade partner with the Africa. Senegal has rich natural resources and great potentials for economic growth and international cooperation. Please give us some introduction on the competitive advantages that Chinese enterprises and companies would gain through investing in Senegal. Additionally, please introduce some current projects or opportunities that are open to Chinese enterprises."
“被誉为‘非洲民主与和平典范’的西非国家塞内加尔政府颁布了新投资法，外国投资者有权自由转移资金及合法收入，在办理行政手续和拥有资产权方面与当地投资者享受平等待遇；从投资到生产，投资者都可享受相关的优惠政策；政府对投资开发当地自然资源、技术改造和设立在达喀尔市区和郊区以外的中小型企业给予特别优惠待遇。塞内加尔目前石油和天然气等对中国招商。”
"Senegal is known for a model of 'African Democracy and Peace'. We have issued a new investment regulation, which states that the foreign investors have the right to freely transfer funds and legal income; the foreign investors have the same right with local investor in terms of property and administrative affairs; the investors will entitle to favorable policies from business plan to final production. Exclusive favorable treatments will also go to those medium and small enterprises in natural resources development and technology transformation in the economic zones around Dakar. Currently, Senegal is promoting business opportunities in petroleum and natural gas to Chinese investors."
